Wiley University is mourning the loss of Billy "B.J." Williams, a proud member of the Class of 1969 whose connection to his alma mater never wavered. Long after he earned his degree in Marshall, Williams carried the values of a Wiley University education with him, first into a 37-year federal career, and later into decades of public service in Garland, Texas, where he served six terms on the City Council and led the Garland NAACP for eight consecutive terms.
Williams remained one of Wiley University’s most devoted alumni. A member of the Dallas Wiley Club and the Wiley University National Alumni Association, Incorporated, he served for 10 years as the Dallas Wiley Club's communications director, working to keep fellow alumni informed, connected, and engaged with the institution that shaped his life. That steady, behind-the-scenes service reflected the same qualities that later defined his civic leadership: a belief in communication, a sense of responsibility, and a commitment to showing up for the people and institutions that helped make him who he was.
"His voice, leadership, and devotion to his alma mater will be remembered with gratitude, his life stands as a meaningful example of what it means to go forth inspired and remain connected to Wiley University for a lifetime." said Wiley University President and CEO Herman J. Felton, Jr. said.
Wiley University extends its heartfelt condolences to Williams' wife, Dorothy; his daughter, Chonda; and his family, classmates, and fellow alumni.
Service Information: Visitation will be held Thursday, September 17, 2026, from 4:00 to 8:00 p.m. at Chamberland Funeral Home in Garland, Texas.
The funeral service is on September 18, 2026, at The Rock Mount Pisgah Missionary Baptist Church, 1020 South Sherman Street, Richardson, Texas, with viewing beginning at 10:00 a.m. and the service at 11:00 a.m.
